The Seveso III Directive (2012/18/EU) is the EU framework for the control of major-accident hazards involving dangerous substances, replacing Seveso II (1996). It applies to industrial sites holding hazardous substances above defined thresholds, classified as upper-tier or lower-tier. The UK transposed it as the Control of Major Accident Hazards (COMAH) Regulations 2015. Operators must prevent major accidents, limit consequences and maintain a major accident prevention policy (MAPP) and safety management system.
